- This paper explores gender relations and the impediments to women’s empowerment, women’s ‘ability to make choices’ in eight women’s community organisations in northern Bali. It is based on research carried out in 2003 in two villages - Les and Penuktukan - located in an area covered by a joint European Union/Indonesian Government irrigation project - called here the EU project.
